Wood Burner Expiring? Switching to Electric Heating in Christchurch

· 6 min read · Guides

Quick answerIn the Christchurch Clean Air Zone, Environment Canterbury treats a low-emission wood burner as non-compliant 20 years after it was installed. On sites under 2 hectares the only new burner you can install is an ultra-low emission model. Many households instead move to electric heating, usually a heat pump, which needs a suitable circuit, space on the switchboard and enough supply capacity. Check your burner's date on ECan's database, then plan the electrical work before winter.

For a lot of Christchurch homes the wood burner has been the main heater for decades. It warms the living area, often heats the hot water through a wetback, and keeps going when the power is out. So when a burner reaches its expiry date, the decision is bigger than buying a new heater.

This guide explains the Environment Canterbury rules, your options for a replacement, and the electrical questions that decide how smoothly a switch to electric heating goes.

When does my wood burner expire under ECan's Clean Air rules?

In Christchurch, Rangiora, Kaiapoi and Ashburton, a low-emission burner becomes non-compliant 20 years after installation. Environment Canterbury says an approved secondary emission reduction device can extend its use, so ask about that before you rip anything out.

Older-style burners and open fires are already banned from use in the Christchurch Clean Air Zone, regardless of age. That has been the position since 2018 for older-style burners.

To find your date, look your burner up on ECan's Solid Fuel Burner Database, which shows a burner's age and replacement date. You can also phone ECan on 0800 324 636. If you are buying a house, put the burner's replacement date on your checklist alongside the building report, because a burner with a year left on it is a cost the next owner inherits.

A burner that still has a few years left gives you time to plan, which is the cheapest way to make the change. A burner that expired last winter means acting before the next cold snap.

Can I replace it with another wood burner?

Yes, but the choice is narrow on most residential sections. In the Christchurch Clean Air Zone, on sites under 2 hectares, only ultra-low emission burners can be installed; new low-emission burners cannot. On sites over 2 hectares, ultra-low and low-emission burners are both allowed.

An ultra-low emission burner keeps the feel of a fire and still works in a power cut, which matters to some households in Lyttelton or the hill suburbs where access is slower in bad weather. The trade-off is price and fuel: you still need dry wood, storage space and a flue that is swept.

Plenty of households decide this is the moment to go electric instead. There is no measured figure for how many are making that switch, so treat it as a personal call rather than a trend you need to follow.

What electrical work does a heat pump need?

Most heat pumps big enough to replace a burner are wired on their own circuit from the switchboard, with an isolating switch beside the outdoor unit so it can be safely worked on. A licensed electrician does that wiring and issues a Certificate of Compliance when it is finished.

Placement of the outdoor unit affects the electrical job too. A unit on the far side of the house from the switchboard means a longer cable run, and a unit tucked under a deck or near a downpipe can be awkward to isolate and service. Agree where the indoor and outdoor units will go with your heat pump supplier before the electrician prices the circuit, so the quote matches the real route.

Smaller plug-in heaters are a different story. They can run from existing power points, but several of them on one circuit is a common cause of tripping on cold nights. If you plan to rely on portable heaters for bedrooms, adding power points on separate circuits spreads the load properly.

  • a dedicated circuit for each larger heat pump
  • an outdoor isolating switch next to the outdoor unit
  • a route for the cable that avoids damp subfloors and keeps clear of other services
  • a test of the circuit and a certificate at the end

Getting ready to retire the burner?

Cheeky's Electrical can check your switchboard and wire the circuits your new heating needs, so the house is ready before the burner comes out.

Can my switchboard handle extra heating?

Often yes, but older boards are where the switch to electric heating gets stuck. A board with rewireable ceramic fuses, no spare ways or no RCD protection on the heating circuits needs work before a new heat pump goes on.

Christchurch's weather makes the load real. The city gets about 80 ground frost days a year, and Orion describes very cold winter mornings and evenings as the network's rush hours. That is exactly when a house without a burner leans hardest on its wiring. The same 20 year burner rule applies in Rangiora and Kaiapoi, where homes sit on the MainPower network instead of Orion's.

If your board is original to a 1950s or 1960s house, a switchboard upgrade before winter avoids finding out the hard way on the first frosty night. A new board adds RCD protection, spare ways for future circuits and a clear layout for whoever works on it next.

What happens to my wetback hot water?

If the burner heats your water through a wetback, removing it means the cylinder relies entirely on its electric element. Many owners only discover then that the element or thermostat has been barely used for years and is not in good shape.

The pipework from the burner is plumbing work and needs a plumber to cap or reroute it. The electrical side is checking the element, thermostat and cylinder circuit, and making sure the supply suits a cylinder that will now run all winter. Orion can also use ripple control on hot water cylinders, so if your cylinder is on a controlled tariff, factor that in when you think about hot water at peak times.

Doing both trades in the same visit window keeps the hot water off for the shortest time.

Should I get the wiring checked before I commit?

On an older or repaired house, yes. A short electrical inspection tells you whether the board, the earthing and the existing circuits are fit to carry more heating, and what needs fixing first.

That matters most in suburbs with a lot of old or patched wiring. Villas and early bungalows in Beckenham can still have vulcanised rubber or tough rubber sheathed cable that goes brittle with age. Homes in Kaiapoi and Burwood that were repaired after the earthquakes often mix new and original circuits. In both cases it is cheaper to know before the heat pump is ordered than after.

How do I plan the switch before winter?

Work backwards from the first cold snap. The steps below keep the house warm through the changeover and stop the electrical work becoming the hold-up.

Cheeky's Electrical works across the city and the surrounding towns, including the hill suburbs covered by our electrician in South Christchurch and the Port Hills page, where steep sections can make outdoor unit placement and cable runs trickier.

If you already know what you want, you can book online and tell us which heater is going in, where the burner is, and how old the switchboard looks. Photos of the board help us arrive with the right parts.

  • Check the burner's replacement date on ECan's database.
  • Decide on a heat pump, an ultra-low emission burner or a mix.
  • Have the switchboard and wiring checked.
  • Book the plumber for any wetback changes.
  • Book the heat pump circuit so it is live before the burner comes out.

Frequently Asked Questions

Do I have to remove an expired burner?

Environment Canterbury's rules are about using it. Once it is non-compliant it cannot be used in the Clean Air Zone. Check with ECan about removal and any options for your particular burner.

Is a heat pump the only electric option?

No. Night store heaters, panel heaters and underfloor heating are all electric. A heat pump is the most common choice for a main living area because it moves heat rather than making it from scratch.

Will going electric raise my power bill?

Your power bill will rise because heating moves onto it, but you stop buying firewood. Compare your old firewood costs with an estimate of the extra units, using the price per unit on your current bill.

Can I keep the burner as a backup?

Not once it is non-compliant, if you are in the Clean Air Zone. If yours still has years left, keeping it alongside a new heat pump is common, and it gives you heat during a power cut.

Does the electrical work need a building consent?

Wiring a heat pump circuit is electrical work certified with a Certificate of Compliance, not usually a building consent matter. Removing a chimney or flue may involve other rules, so check with Christchurch City Council or your builder.
